Just came back from my health dept. and I was told that a water system for a hot dog cart was not necessary. And if I put one in I would need to find a base of operations/commissary. Have you heard of this no sink required before?

Some inspectors will let you out of the commissary requirement if your cart is equipped with four sinks and/or you agree to serve only potentially non-hazardous foods. Check with your personal inspector to find out for sure. Every place is different.
Do you have plans for a one sink or two sink side serve model?
Also, I would like the sink in the back where I am preparing (not on the side), but does there need to be a sink for the customers?
There are schematic drawings for 1,2,3,and 4 sinks including a side serve. After you watch all the construction videos you will be able to build any configuration you want. No sink for customers.

Yes, that’s the whole idea. A question only needs to be asked once and the answer is available for everyone who comes after. This training program has been around for over a decade and most of the questions that people have were answered long ago. As for the fridge, you can build the cart body a bit bigger if necessary to accommodate the fridge of your choice. You can run it off of a generator, or deep cycle batteries running through a power inverter.
Do you know what the approximate weight of this cart is?
My area’s municipal code only allows a cart size up to 3ft x 5ft.
So i am struggling to locate a cart that matches those dimensions while still being able to support the materials needed.

The finished cart is less than 200 lbs, so even the smallest trailer frame will work just fine. You can even cut one down and have it welded if you need a custom size.
The health dept here says our water needs to get to 100F at least…does it with this plan? Thanks!

Yes. In fact my county does not require one. All I technically need is a water jug with a spigot that stays open, soap, paper towels, and a bucket.
I thought you need a commissary for a cart. Will health department tell me that in state or county where i live?
