A three compartment sink is built with the same methods as the single sink. Build a box big enough to hold three sink bowls side by side. Some folks use small steam pans for sink bowls.
Mount a long kitchen faucet behind the center sink so that when you pivot the spigot it can reach any sink.
Plumb just like the hand washing sink, tee off from the hot water supply and the cold water supply. Tee the drains to run to the waste water tank.
Most folks mount the three compartment sink on the left side of the cart, but you can really put it anywhere that works for you.

I have a hand sink and a 3 compartment sink on my cart, what did you use as a stopper for the cooler drains when you want to hold the soap, sanitizer and rinse water in the sinks?
If the health Dept. requires more than one sink, where would you put them on this cart and how about the plumbing?

Get a rubber stopper at the hardware store.
I could not locate 3/4 inch rubber stoppers in my area so I am going to use something like this plug:
