One hole is lower than the other because I had to avoid something on the inside of the cart, I believe. It really doesn’t matter where the holes are as long as they are inside the sink box. I think I make the holes an inch and a quarter. Just make them large enough to allow your sink plumbing to slide through easily.
Why is the hole under the sink that is on the left side lower than than the right one? And what size are the holes?

Are you using latex or oil for paint
It doesn’t matter, any quality exterior house paint will work fine. Use what ever you prefer.
Which screws did you use?
Drywall screws.
